The commission
MPAC is overseen by a Commission composed of 11 board members. The board members select six (6) Commissioners by majority vote. They must be sitting police chiefs appointed by the election of the majority of the Board who are active members of the Massachusetts Chiefs of Police Association and from a certified or accredited agency. Four (4) members must come from an accredited agency. The Massachusetts Police Association shall appoint one (1) member. The Massachusetts Municipal Association shall appoint one (1) member. A majority of the Board shall elect two (2) members provided the individuals have demonstrated expertise in law enforcement and public safety initiatives. Finally, one (1) member shall be elected by a majority of the Board, provided that the individual shall be from an accredited public safety academic institution with demonstrated expertise in law enforcement and public safety initiatives.

Chief Stevens has over 41 years of Law Enforcement experience and is currently the Chief of Police in Hamilton Massachusetts.
Prior to his current position, Chief Stevens served on the Connecticut State Police retiring as the Chief of Staff to the Colonel with the rank of Lieutenant. He has held a wide array of operational and administrative positions to include: Commanding Officer of the Emergency Services Unit, Training Officer, Patrol Sergeant, Training Academy Deputy Commandant, Barracks Commander, Field Training Officer/Supervisor and SWAT Team Leader.
Chief Stevens is past President of the Massachusetts Chiefs of Police Association, and a member of the Massachusetts Chiefs of Police Executive Board. He is also on the Executive Board for the Municipal Police Training Institute.

Christopher D. Delmonte is the Chief of Police in Bridgewater and has been a police officer with the Bridgewater Police Department since 1988. During the past 32+ years he has served in various capacities and assignments including patrol, canine, detectives, WEB Major Crimes and Drug Task Force, and regional special operations (SWAT) as well as ranking positions as Sergeant (1999), Detective Sergeant (2003), and Lieutenant / Executive Officer (2007). In 2010, he was appointed Chief of Police for the Bridgewater Police Department.
Chief Delmonte received his Bachelor of Science in Criminal Justice from Northeastern University in 1994, and a Juris Doctorate from Southern New England School of Law in 2000. He is a member of the Massachusetts bar. Chief Delmonte is also a graduate of the 255th Session of the FBI National Academy in Quantico, VA. Scott W. MacDonald currently serves as the Chief of Police in Orleans, Massachusetts. The Orleans Police Department has been an accredited agency since 2007 at which time Chief MacDonald served as the department’s accreditation manager. Chief MacDonald has been in law enforcement for twenty-five years, starting his career in Newmarket, New Hampshire in 1991.
For the past 16 years, Chief MacDonald has served the community of Orleans, starting as a Patrolman in 1999 and ultimately being elevated to Chief in 2012. Frederic Turkington has served as the Town Administrator of Sharon, Massachusetts since 2014. His career in local government leadership positions began in 1987, first serving as assistant town administrator in Vernon, Connecticut, and then as chief administrative officer in Canton, Connecticut. He came to Massachusetts in 2005, serving as town administrator for the town of Wayland.
Fred is active in the Massachusetts Municipal Management Association, serving in a variety of leadership
position including president in 2013, and in the International City/County Management Association (ICMA). He earned designation and has maintain status as a credentialed manager since 2004.

Chief Jody D. Kasper began her municipal policing career in 1998 as a member of the City of Northampton Police Department and served as Chief of Police from 2015-2024. She then transitioned to the island community of Nantucket and currently serves as Nantucket’s Chief of Police.
Chief Kasper is a member of the Massachusetts Chiefs of Police Association, the International Association of Chiefs of Police, the National Association of Women Law Enforcement Executives, the Massachusetts Association of Women in Law Enforcement, and the American Society of Evidence-Based Policing.
Chief Kasper has worked as an adjunct professor at Elms College and Greenfield Community College. She has also been an MPTC Instructor and an instructor for the Justice System Training and Research Institute at Roger Williams University. She has been a presenter and speaker at many conferences and events. She has a master’s degree in criminal justice and a second master’s degree in public administration. She has published articles and books in the areas of police leadership, supervision, and safety. In 2021, she was named the Woman Law Enforcement Executive of the Year by the National Association of Women Law Enforcement Executives.

Chief Michael DelGreco has been with the Merrimack College Police Dept. for over 25 years, first serving as Patrolman, Field Training Officer, Firearms Instructor, Detective Lieutenant, Deputy Chief, and as Chief since 2012.

Lieutenant Scott Showstead has been with the Wellesley Police Department for 20 years where he has served as a Patrolman, Detective, Sergeant, and in his current position as a Lieutenant. Lieutenant Jon O’Leary is a dedicated law enforcement professional with 22 years of service to the Brewster Police Department. He has progressed through the ranks, serving as a patrol officer, sergeant, and now administrative lieutenant, a position he has held since his promotion in February 2018. Lieutenant O’Leary holds a Bachelor’s degree in Criminology and Law from Suffolk University.
In addition to his departmental duties, Lieutenant O’Leary has been the accreditation manager for the Brewster Police Department since 2007, successfully guiding the agency through five re-assessments. He is also a command staff member of the Cape Cod Regional Search and Rescue Team.
Lieutenant O’Leary has enhanced his leadership skills through various developmental programs, including the Police Chief and Command Leadership Academy at Endicott College and the FBI LEEDA Leadership Institute. Furthermore, he has contributed to the Massachusetts Police Accreditation Commission (MPAC) as a past Standards and Training Committee member and as an assessor for 13 years. Deputy Chief J.T. Hoar currently serves as the Deputy Chief of Administration with the Fall River Police Department, overseeing the Staff Services Division which includes the Dispatch/911 PSAP center, Records Unit and Jail/Holding Facility Unit. He has 12 years of Law Enforcement experience and is the 5th Generation in his family to serve as a Fall River Police Officer. His previous assignments include Accreditation Manager, Training and Planning Division, Professional Standards, Major Crimes Division, Special Operations Division and Uniform Division. Thomas W. Fowler is the Chief of Police for the Salisbury, Massachusetts Police Department. Prior to that he worked twenty-five years for the Branford, Connecticut Police Department where he retired as Deputy Chief of Police in July of 2012.
Chief Fowler has a bachelor’s degree from the University of New Haven in Criminal Justice Administration. He earned his Masters of Public Administration in 2006 from the same University. Chief Fowler is a graduate of the prestigious FBI National Academy, 204th Session, in Quantico, Virginia and also attended the 46th session of the Police Executive Research Forum’s (PERF) Senior Management Institute for Police (SMIP) held at Boston University and instructed by faculty members of the John F. Kennedy School of Government at Harvard University.
He has also completed the FBI-LEEDA (Law Enforcement Executive Development Association) course for command level officers. Rick Rathbun is a highly experienced law enforcement executive who served nearly 26 years with the Warwick Police Department in Rhode Island before retiring in January 2021. He was appointed Chief of the Warwick Police Department in January 2019. During his tenure as Chief of Police in Warwick, he made significant strides to advance his agency to improve technology and community engagement. In addition, he has extensive experience in a variety of operational and administrative roles, including being the SWAT Team’s Crisis Negotiation Team Leader, a RI Municipal Police Academy Instructor, and as Emergency Management Director for the City of Warwick.
Rick was a founding member of the Rhode Island Police Accreditation Commission when it was formed in 2012. He served as an assessor and on the Standards Review & Interpretations Committee and was the vice-president of the commission’s board of directors before his departure when he joined the staff at MPAC.
Rick has attended numerous training courses and seminars over his career. His professional development accomplishments include completing the FBI’s Law Enforcement Executive Development Association (LEEDA) 35th Supervisory Leadership Institute, and the New England Chiefs of Police Association & Roger Williams University Justice System Training and Research Institute’s Command Training Series and Executive Development Course.
