The commission

MPAC is overseen by a Commission composed of 11 board members. The board members select six (6) Commissioners by majority vote. They must be sitting police chiefs appointed by the election of the majority of the Board who are active members of the Massachusetts Chiefs of Police Association and from a certified or accredited agency. Four (4) members must come from an accredited agency. The Massachusetts Police Association shall appoint one (1) member. The Massachusetts Municipal Association shall appoint one member (1). A majority of the Board shall elect two members (2) provided the individuals have demonstrated expertise in law enforcement and public safety initiatives. Finally, one member (1) shall be elected by a majority of the Board, provided that the individual shall be from an accredited public safety academic institution with demonstrated expertise in law enforcement and public safety initiatives.

Chief Stevens has over 32 years of Law Enforcement experience and is currently the Chief of Police in Hamilton Massachusetts.

Prior to his current position, Chief Stevens served on the Connecticut State Police retiring as the Chief of Staff to the Colonel with the rank of Lieutenant. He has held a wide array of operational and administrative positions to include: Commanding Officer of the Emergency Services Unit, Training Officer, Patrol Sergeant, Training Academy Deputy Commandant, Barracks Commander, Field Training Officer/Supervisor and SWAT Team Leader.

Chief Stevens is an adjunct professor at North Shore Community College and is a graduate of the 232 Session of the FBI National Academy. He is the President of the Municipal Police Training Institute and 3rd Vice President of the Massachusetts Chiefs of Police Association. He holds a M.A. in Criminal Justice and a B.A. in Communications.

Christopher D. Delmonte is the Chief of Police in Bridgewater and has been a police officer with the Bridgewater Police Department since 1988. During the past 32+ years he has served in various capacities and assignments including patrol, canine, detectives, WEB Major Crimes and Drug Task Force, and regional special operations (SWAT) as well as ranking positions as Sergeant (1999), Detective Sergeant (2003), and Lieutenant / Executive Officer (2007). In 2010, he was appointed Chief of Police for the Bridgewater Police Department.

Chief Delmonte received his Bachelor of Science in Criminal Justice from Northeastern University in 1994, and a Juris Doctorate from Southern New England School of Law in 2000. He is a member of the Massachusetts bar. Chief Delmonte is also a graduate of the 255th Session of the FBI National Academy in Quantico, VA. He is currently a member of the Massachusetts Chiefs of Police Association (MCOPA) Executive Board, member of the State 911 Commission, President of the Southeastern Massachusetts Police Chiefs Association (SEMPCA) and current President of the Southeastern Massachusetts Law Enforcement Council (SEMLEC).

Michael J. Bradley, Jr. is the Chief of Police in Upton, Massachusetts. Chief Bradley has been a police officer since 1994 starting his career as a reserve officer before being hired full time in Upton in 1995. In 2001 he was promoted to Sergeant, a position he held until 2008 when he was named Chief of Police. Under Chief Bradley’s guidance, the Upton Police Department achieved Certification status in 2011 and later received Initial Accreditation in 2012. Chief Bradley joined the Commission in 2016.

Chief Bradley holds a Bachelor’s Degree in Criminal Justice from Curry College and a Master’s Degree in Public Administration from Framingham State University. He is also a graduate of Command Training Program at the New England Institute of Law Enforcement Management. Chief Bradley resides in Upton with his wife and three children.

Scott W. MacDonald currently serves as the Chief of Police in Orleans, Massachusetts. The Orleans Police Department has been an accredited agency since 2007 at which time Chief MacDonald served as the department’s accreditation manager. Chief MacDonald has been in law enforcement for twenty-five years, starting his career in Newmarket, New Hampshire in 1991.

For the past 16 years, Chief MacDonald has served the community of Orleans, starting as a Patrolman in 1999 and ultimately being elevated to Chief in 2012. Chief MacDonald holds a Bachelor’s degree in Law Enforcement and has attended numerous professional development programs, including the 240 session of the FBI National Academy. Chief MacDonald resides with his wife and four daughters in the Town of Brewster.

Chief Jody D. Kasper began her municipal policing career in 1998 as a member of the City of Northampton Police Department and served as Chief of Police from 2015-2024.  She then transitioned to the island community of Nantucket and currently serves as Nantucket’s Chief of Police.

Chief Kasper is a member of the Massachusetts Chiefs of Police Association, the International Association of Chiefs of Police, the National Association of Women Law Enforcement Executives, the Massachusetts Association of Women in Law Enforcement, and the American Society of Evidence-Based Policing.

Chief Kasper has worked as an adjunct professor at Elms College and Greenfield Community College.  She has also been an MPTC Instructor and an instructor for the Justice System Training and Research Institute at Roger Williams University.  She has been a presenter and speaker at many conferences and events.  She has a master’s degree in criminal justice and a second master’s degree in public administration. She has published articles and books in the areas of police leadership, supervision, and safety.  In 2021, she was named the Woman Law Enforcement Executive of the Year by the National Association of Women Law Enforcement Executives.

Michael has been with the Merrimack College Police Dept. for over 20 years, first serving as Patrolman, Field Training Officer, Firearms Instructor, Detective Lieutenant, Deputy Chief, and as Chief since 2012.

Chief DelGreco also holds a New Hampshire police certification where he served for over 20 years with the Hampton, NH police dept. and is also a part time police officer with the Salem, NH police dept.

Chief DelGreco continues to attend professional development certification programs including the MA Police Leadership Institute, and is an Advanced Law Enforcement Rapid Response (ALERRT) certified Active Threat instructor, and a Rape Agression Defense (RAD) instructor.

Scott has been with the Wellesley Police Department for 20 years where he has served as a Patrolman, Detective, Sergeant, and in his current position as a Lieutenant. He is an ACTAR certified collision reconstructionist and currently oversees the Traffic Division, the Special Police, and Accreditation/Policy Development. The department obtained their initial Certification, initial accreditation, and their recent re-accreditation with Scott serving as the Accreditation Manger.

Lieutenant Showstead holds a Bachelor’s Degree in Criminal Justice from the George Washington University in Washington, DC. He holds a Master’s Degree in Criminal Justice from Westfield State University and has attended the FBI LEEDA Leadership Institute. Jon currently serves as an administrative lieutenant with the Brewster Police Department, where he has served the town for the past 18 years. Prior to attaining the rank of Lieutenant, he served as a patrol officer and sergeant until being promoted in February 2018. Jon earned his bachelor’s degree in Criminology & Law from Suffolk University.

Lieutenant O’Leary has served as the Brewster Police Department’s accreditation manager since 2007 and has assisted his agency being successfully reassessed for certification on four separate occasions. Currently, Jon is a command staff member of the Cape Cod Regional Search & Rescue Team.

Lieutenant O’Leary has attended multiple leadership developmental programs including the Police Chief and Command Leadership Academy at Endicott College and the FBI LEEDA Leadership Institute.

Jon, is a past member of the Standards and Training Committee for the MPAC and has assisted the MPAC as an assessor over the past 13 years.

Kevin Sweet is the Town Manager and Director of Emergency Management for the Town of Wrentham. As the Chief Executive and Administrative Officer, he oversees all executive and administrative functions of the town and manages the day-to-day activities of the organization. Kevin has over two decades experience working in local government and joined Wrentham after serving nine years with the Town of Maynard, Massachusetts where he served as Town Administrator and Director of Emergency Management. He has served in various management capacities as a local government leader and consultant in diverse communities of various size. As a professional practitioner, executive, educator and consultant with extensive experience and education in the field of municipal management, emergency management, public health and organizational leadership. He has held Adjunct Faculty and Guest Lecturer positions in both undergraduate and graduate level management programs at various institutions throughout New England.

Kevin is an active member of several professional associations and serves on the Board of Director’s for the Massachusetts Municipal Association, Executive Committee Member of the Massachusetts Municipal Management Association, Member of the Public Safety Chiefs / Emergency Management Leadership Committee, Member of the Southeast Regional Homeland Security Advisory Council and the Graduate Education Advisory Board of the International City/County Management Association. He is a Governor appointed Commissioner of the Local Government Advisory Commission and the Massachusetts Municipal Association designee on the Board of Building Regulations and Standards’; Building Official Certification Committee. Throughout his career he has been actively involved in supporting the mission of local law enforcement organizations and related initiatives as an Associate Member of the International Association of Chiefs of Police. He has served as a civilian member of the Northeastern Massachusetts Law Enforcement Council; Incident Management Assistance Team, Member of the Steering Committee and was appointed as the Government Administration Council Member for the Northeast Homeland Security Regional Advisory Council, and Advisory Committee Member for the International Public Safety Association.

Kevin is an ICMA-Credentialed Manager, and holds licenses as a Massachusetts Registered Sanitarian and Massachusetts Certified Health Officer. He is a doctoral candidate with the Helms School of Government at Liberty University, pursuing a Doctor of Philosophy in Public Administration. He earned a Master of Public Administration with a concentration in Financial Management from Norwich University, Master of Science in Emergency Management and Bachelor of Science in Marine Safety & Environmental Protection from Massachusetts Maritime Academy – The Commonwealth’s Leadership University. James T. (J.T.) Hoar

Captain J.T. Hoar currently serves as the Staff Services Division Commander with the Fall River Police Department overseeing the agency’s Dispatch/911 PSAP center, Records Unit and Jail/Holding Facility Unit. He has 11 years of Law Enforcement experience. Captain Hoar is the 5th Generation in his family to serve as a Fall River Police Officer. His previous assignments include Accreditation Manager, Training and Planning Division, Professional Standards, Major Crimes Division, Special Operations Division and Uniform Division. Captain Hoar also works as a Staff Instructor at the MPTC Plymouth Police Academy. He takes great pride in the future training and development of new officers joining Law Enforcement. Captain Hoar also serves on the Board of Directors for the Massachusetts Police Association since 2019.

Captain Hoar has a Bachelor’s Degree in Criminal Justice from Curry College and an Associate’s Degree in Computer Science from the New England Institute of Technology. Prior to his employment in Law Enforcement, Captain Hoar worked in the Internet Communications/Technology field for 8 years and also in Retail/Management for 5 years. Captain Hoar is a recipient of the FBI Leadership Trilogy Award for completing the Supervisory, Command and Executive Leadership Institute Seminars.

As Accreditation Manager, Captain Hoar maintained bifurcated Accreditation Programs, managing both MPAC and CALEA Programs. The Fall River Police Department is one of three agencies in Massachusetts with both honors. Lieutenant Hoar also handled the digitalization of the accreditation programs within his agency using PowerDMS.

Chief Julie Flaherty is the Chief of Police of the Arlington, MA Police Department, where she began her career in 1995. Prior to being appointed Chief, she held the ranks of Sergeant, Lieutenant and Captain and oversaw the Patrol Division, Investigation Division and Support Service Division throughout her career.

Chief Flaherty has a BS in Criminal Justice from Salem State and a MPA from Western New England University. She attended The Harvard Kennedy School in 2018. Chief Flaherty is a member of Massachusetts Women in Law Enforcement and serves on the Executive Board for Massachusetts Major City Chiefs and Massachusetts Middlesex Chiefs.

Rick Rathbun is a highly experienced law enforcement executive who served nearly 26 years with the Warwick Police Department in Rhode Island before retiring in January 2021. He was appointed Chief of the Warwick Police Department in January 2019. During his tenure as Chief of Police in Warwick, he made significant strides to advance his agency to improve technology and community engagement. In addition, he has extensive experience in a variety of operational and administrative roles, including being the SWAT Team’s Crisis Negotiation Team Leader, a RI Municipal Police Academy Instructor, and as Emergency Management Director for the City of Warwick.

Rick was a founding member of the Rhode Island Police Accreditation Commission when it was formed in 2012. He served as an assessor and on the Standards Review & Interpretations Committee and was the vice-president of the commission’s board of directors before his departure when he joined the staff at MPAC.

Rick has attended numerous training courses and seminars over his career. His professional development accomplishments include completing the FBI’s Law Enforcement Executive Development Association (LEEDA) 35th Supervisory Leadership Institute, and the New England Chiefs of Police Association & Roger Williams University Justice System Training and Research Institute’s Command Training Series and Executive Development Course.
